Dough, a FEMA deer

Mark Steyn writes about federal disaster funds for emergencies. In his column he references a Vernon, Conn., "snow disaster" in which the city had under-budgeted for snow removal. The city received FEMA funds and the next year its budget for snow removal was even lower than it had been when it got caught short.

Vernon, Conn., has a line item, 43114 FEMA Snow Disaster Program, in its current Budget Revenue & Appropriations (see p. 3 of 29). It's blank, but I guess you'd better have a slot so you can spend it if you get it.

Apparently there are times when FEMA money isn't really needed (or at least it isn't worth the hassle). And apparently whatever FEMA did the year Vernon, Conn., got funds wasn't good enough elsewhere. A "Snow Removal Policy Act of 1996" was introduced in Congress. The blizzard of paperwork never ceases.
