The doctrine of the Radical party is that public officers are not responsible to the people. The Legislature of Oregon passed resolutions not long since, instructing the U. States Senators from that State to resign, because they misrepresented the majority of the people of that State. The resolutions were treated with contempt by Congress, and the Legislature pronounced "arrogant and impertinent." The Radical official, once in office, don't care a snap for the people.
