Deep in the heart of no taxes

Texas has no state income tax. Apparently some Texans see the state's lottery as a self-inflicted alternative. The state is divided into 10 districts as a way of tracking ticket sales. The area where I used to live (Victoria) led the state in lottery-ticket purchases in 2008. One guy who spends about $30 a week on lottery tickets says he'll keep buying them until an income tax comes along. That's probably the philosophy Tom Daschle lives by, too.
